Yes, with proper concrete anchors and the right drilling approach. It's a different job than a stud wall and it takes longer, but it's very secure once done. In-wall cable routing usually isn't possible in concrete, so we'd use a paintable low-profile raceway or route through an adjacent stud wall where one exists.
